The rules, and where they come from
Telegram's own help text says one sentence: a–z, 0–9 and underscores, minimum five characters. The client quietly enforces more:

Everything generated here satisfies all of them, because a suggestion the app then refuses is worse than no suggestion.
Username and name are different things
- Name — shown at the top of the chat. Anything goes: Cyrillic, spaces, emoji. Change it as often as you like.
- @username — your public handle and your
t.me/link. Latin only, unique across all of Telegram, and the thing this page generates.
People search for a "nickname for Telegram" and mean the first one. If that is what you are after, use whatever you like — there are no rules to satisfy.
Taken, not invalid
A username being valid says nothing about it being free. Everything short and obvious went long ago, and some are now traded through Fragment at real prices. Generate a handful, then try them in Settings — Telegram tells you at once.

No account, no request, nothing recorded. The handles you look at and reject stay between you and your browser.
Questions
What are Telegram's rules exactly?+
Telegram's own help says: you can use a–z, 0–9 and underscores, and the minimum length is five characters. The app enforces more than it states — it refuses a leading digit, an underscore at either end, and two underscores in a row. Everything here is generated against the stricter set, so it will be accepted.
Is the @username the same as my name?+
No, and this is the part people get wrong. Your name is what appears at the top of a chat and can be anything, Cyrillic and emoji included. The @username is the public handle in your link, t.me/yourname, and it is Latin only. This generates the second one.
Are these usernames free?+
No generator can tell you. Telegram usernames are unique across the whole platform, and short ones went years ago — some are now sold through Fragment. Generate a few and try them in Settings; the app tells you immediately whether one is taken.
Why five characters?+
That is Telegram's stated minimum and it has not changed, despite a long-standing feature request to allow shorter ones. Four characters will be refused however good it looks.
